In Japan the telecoms regulator, Ministry of Communications (MIC), enforces call quality within the country very stringently for its citizens.
The Japanese Public Switched Telephone Network (PSTN) is deemed to have one of the highest stable call quality offerings globally due to the diligence of the regulator upon the local operators.
With the increase of IP based voice services both the regulator and local PSTN operators were unable to confront the control of end-to-end quality for its citizens.
In 2019 updates to the Telecommunication Act required IP based voice service providers to align to the Telephone Numbering Usage Plan (TNUP) which administers call quality measures and requires IP based voice service providers to differentiate their services to those of the local PSTN operators.
The MIC introduced provisions for all IP based voice service providers to insert a tone so that users (both calling and called parties) are able to know the call is going via an IP connection.
The industry has worked with Japan Unified Communications Service Provider Association (JUSA) to decide upon a standard tone to be used.
